On April 7, the Ministry of Ecology and Environment released the mid-term assessment report on the implementation of the "13th Five-Year Plan" for ecological and environmental protection. The report shows that: by the end of 2018, 22 major indicators of the plan had reached the scheduled progress, some indicators were completed ahead of schedule, environmental quality has significantly improved, the total amount of major pollutant emissions has continued to decline, and ecological construction has been successfully promoted.   Main Challenges

  The report emphasizes that: Currently, China's ecological civilization construction is at a critical, crucial, and window period. The overall situation is quite severe, there are challenges in the work, and the foundation for the continuous improvement of ecological and environmental quality is not yet solid.

  (1) Some regions face a double dilemma of development and protection, and ecological and environmental protection work has been relaxed under the pressure of economic downturn.

  (2) The task of environmental pollution control is arduous and arduous. Structural pollution problems remain prominent, there is a large gap in the national sewage pipe network, and cases of illegal transfer and dumping of solid waste, especially hazardous waste, remain frequent.

  (3) The progress of ecological and environmental protection work is unbalanced. The foundation of ecological and environmental governance is weak in some areas and fields. There is an imbalance in urban and rural ecological and environmental governance, and rural environmental infrastructure is seriously lagging behind.

  (4) There are shortcomings in ecological and environmental supervision. The ecological and environmental team needs to be strengthened, investment in ecological and environmental governance is insufficient and channels are single, and the marketized investment and financing mechanism needs further improvement.

  (5) There is a risk that some binding indicators will be successfully completed. The pressure to complete the national indicator of the proportion of good air quality days in cities at the prefecture level and above is still very high, and the improvement in the proportion of Class V water bodies and the proportion of water bodies reaching or better than Class III water bodies in a few regions is not high, and some regions have not met the scheduled progress requirements for chemical oxygen demand and ammonia nitrogen indicators.

  Next Steps

  The report points out that: Next, we will continue to promote the modernization of the national governance system and governance capacity in the field of ecological environment, and ensure the successful completion of the goals and tasks of the Plan.

  (1) Vigorously consolidate the foundation for high-quality development. Support and serve the construction of the "Belt and Road", coordinated development of Beijing-Tianjin-Hebei, development of the Yangtze River Economic Belt, construction of the Guangdong-Hong Kong-Macao Greater Bay Area, integrated development of the Yangtze River Delta, ecological protection and high-quality development of the Yellow River Basin, and other major national strategies. Further deepen ecological and environmental supervision and services to promote high-quality economic development, continuously promote the comprehensive emission standards plan for industrial pollution sources, and complete the issuance of pollutant discharge permits for key industries.

  (2) Focus on goals and fight landmark battles. Deepen the implementation of the "Three-Year Action Plan to Win the Blue Sky Defense War" and the "Action Plan for Water Pollution Control", continuously promote the "Action Plan for Soil Pollution Control", and strive to basically achieve zero import of solid waste by the end of 2020.

  (3) Increase the intensity of ecological protection and restoration. Accelerate the process of national land greening and ecological protection and restoration, complete the pilot program for the use control of natural ecological space, and continuously carry out the "Green Shield" strengthened supervision work for natural protected areas. Do a good job in preparing for the 15th Conference of the Parties to the Convention on Biological Diversity.

  (4) Effectively strengthen the prevention of ecological and environmental risks. Actively carry out environmental and social risk prevention work in key areas, promote the safe disposal of medical waste, and strengthen risk prevention and control of toxic and harmful chemicals. Strengthen the monitoring and early warning of invasive alien species.

  (5) Promote the modernization of the national governance system and governance capacity in the field of ecological environment. Promote the revision of the Yangtze River Protection Law and the Marine Environmental Protection Law, implement the guiding opinions on building a modern environmental governance system, and effectively strengthen the construction of ecological and environmental supervision capacity.
